Description
Southeast Asia Disaster–Governance Panel Dataset, 1991–2021 is a harmonised country–year panel dataset for 11 Southeast Asian countries (BRN, KHM, IDN, LAO, MMR, MYS, PHL, SGP, THA, TLS, VNM) covering 1991–2021. The unit of observation is iso3c–year (balanced panel: 341 country-years) and the dataset includes 131 variables spanning disaster impacts, governance and institutional indicators, socioeconomic and demographic controls, climate/exposure measures, foreign assistance (sectoral ODA), and political unrest event counts. Disaster outcomes are aggregated from EM-DAT to the country–year level (e.g., deaths, affected, damages) and the accompanying scripts construct derived measures such as a standardised disaster intensity index (DII). Governance measures incorporate V-Dem indicators, including derived indices such as bureaucratic autonomy (BAI_SEA) and electoral democracy (EDI_SEA). Additional extensions include OECD CRS sectoral ODA variables, WDI net ODA, and ACLED event counts aggregated to country–year. (2026-02-26)
