General

Simon Cooper is Professor and Research Convenor at Aston Law School. His specialism is in property law, with particular emphasis on land registration. He also has expertise on land law in the Caribbean region. He is a regular contributor of specialist advice in respect of reform in these fields and he works with government and industry bodies to promote good law reform.

Research Interests

Professor Cooper has a broad interest in property law. He has a large body of published work on land registration in England and in the Commonwealth. He writes the standard textbook on Conveyancing for a Caribbean territory.  His interests include the law of trusts and the law of inheritance and probate.

Research Projects/Collaborations

- Currently working on a project to overhaul the law of wills, inheritance and probate with the Cayman Islands law reform commission.

- Working with the law reform committee of the Property Litigation Association to improve the proposed reforms to leasehold enfranchisement and commonhold. 

- Making extensive submissions on the Eastern Caribbean Currency Union on land registration reform proposals.

Previous collaborations centred on law reform. Professor Cooper led the legal academic community's report to the UK government on reform to the law of wills (2017). He was chair of the legal academic working party's report to the UK government on ground rents reform and abuses in the leasehold sector (2017). He led the legal academic community's report to the UK government consultation on reform to the land registry service delivery (2015). He chaired the legal academic community's response to the UK government consultation on reform to the Land Registration Act (2016). He reported to the UK government on proposed reforms to move land registry operations to the private sector (2016).

Affiliate Lecturer at Cambridge University, teaching advanced property law.

Previously lectured at Durham University, Cardiff University, Cayman Islands Law School and Oxford Brookes University.

Held visiting research positions at Cambridge University and Wolfson College, Oxford.

Consulting

Professor Cooper has regularly been invited to research and deliver internal reports and opinions on legal issues for various government departments and government lawyers, particularly on matters of property law. He has had consultancy contracts with law firms in the Caribbean to advise on technical land law issues.

He has worked with land registry staff overseas to advise on improvement of the governing legislation and internal operating systems. This included the preparation of a new code of rules for the land registry which was formally issued as delegated legislation and published as “Land Registry Procedure Manual” (Cayman Islands Government), 146 pages.
